Friends and family gathered to celebrate the retirement of Cindy Tobey (seated, front row) after more than 40 years of dedication as a day-care provider. Cindy owned and operated her day-care business out of her home, subcontracted through the Pathways for Children program. Originally administered through Action Inc., the program eventually came to be run by the state, at which time it became the Child Development Programs of Cape Ann.
