Letter: Pavilion Beach must be the people's beach

To the editor:

Pavilion Beach should belong to the people.

When I was a selectwoman in Rockport, we were having many meetings with the owners of the Cape Ann Tool Company property, which is located directly on the ocean. Many times, Toby Arsenian would mention the fact that “public access to the ocean was established by Colonial Law.”

Many people have blocked off that access by not allowing people to cross their property. That is why hard, dedicated work by the Rockport Rights of Way Committee established what is called the Atlantic Path. It runs along the ocean starting in South End and finishing at Halibut Point.

Small paths from the roads allow access to this Atlantic Path, where it has been established. Because of this Colonial Law, the Tool Company property owners agreed that the public would have rights of access along the pier which would be behind the condos that were being planned. Those owners were even going to allow the public to use the parking lot that was also going to be built there.

I would think that the Gloucester city solicitor could look into that Colonial Law and settle the matter immediately.
