Gloucester Police/Fire: City man faces DUI, other charges

Police arrested a Thatcher Road resident on drunken driving charges Tuesday at 10:19 p.m.

David Foster, 55, of 157 Thatcher Road, was arrested on Bass Avenue after officers saw Foster drive down Main Street toward Bass Avenue and cross over the center line. They also saw his car stop and then peel out at the Bass Avenue traffic lights before pulling him over, according to the police report.

Foster failed a series of sobriety tests, police said. In addition to drunken driving, he is also charged with driving to endanger and driving a car with excessive noise.

Police found a Elwell Street man deceased in his home Tuesday afternoon, but authorities do not suspect foul play in the case.

At 3:30 p.m. the man’s daughter called police and said that her father was unresponsive.

Police and paramedics arrived at residence at 18 Elwell St. and found Michael Duggan, 48, deceased on a couch. His daughter told police that Duggan had recently undergone surgery for a stomach issue, and that he had been in poor health for the last three days, according to the police report.

At 9:29 p.m. Tuesday, a woman on Willowood Road called police and said she believed that something suspicious was going on at her neighbor’s house. She reported that people were coming and going frequently out of the residence, but had no evidence of illegal activity. Police told her to call them if or when she did.

A woman from The Heights at Cape Ann called police Tuesday at 5:27 p.m after a woman described as her friend’s ex-boyfriend’s mother had yelled at her and her friend, demanding they return her son’s toolbox. They told police they would return the toolbox after the man returns their sound system.

Employees at Charlie’s Place on Bass Avenue called police after they reportedly received a threatening phone call Tuesday at 4:18 p.m. They asked police to drive by the restaurant hourly.

Gorton’s operations manager called police to report that a laptop at the company had been stolen last week.

He called Tuesday at 1:22 p.m and told police that the company identified a suspect on security footage. Detectives are investigating.

Paramedics transported a two-year-old from an Arthur Street residence to Beverly Hospital at 1:35 p.m. The child had fallen at the house home.
