Monday’s lead editorial noted that the city of Gloucester had $4.8 million certified in surplus revenue for fiscal 2012, then another $4.2 million certified in free cash for fiscal 2013.

But while the editorial indicated that adds to a total of $9 million over the two years, city officials noted Monday that the money is not cumulative; portions of both surpluses were allocated for us by city departments.
