GLOUCESTER — Police issued a citation for driving outside of marked lanes to a 48-year-old Manchester man after he drove his vehicle onto a Washington Street sidewalk in order to pass two cars on the right Friday about 4:42 p.m., according to police.

According to city police, James F. Hickey of Moses Hill Road passed the vehicles as the front car was waiting to turn onto Centennial Avenue, then he “sped” down Washington Street.

Police stopped him at the entrance of Route 128 South.

Police said a “very small child” was riding in the back seat of Hickey’s vehicle and noted that Hickey has a “very extensive” driving record.

Officers removed the syringes from the property about 11:16 a.m., police said.

A 43-year-old Gloucester man reported that his debit card numbers stolen after receiving a call from his bank reporting two plane tickets bought on the card for $483 each at New York’s LaGuardia airport on Jan. 17. Gloucester police are investigating the complaints.

Police were unable to locate a group of kids who, drivers reported, were throwing rocks at cars on Dale Avenue Sunday about 10:14 a.m., according to police.
