A 31-year-old man who lives in Manchester was arrested at Gloucester’s Railroad Avenue commuter rail station after police observed him drinking alcohol and urinating in public.

Police charged Sean T. Kelley with being a disorderly person and with drinking in public. Though Kelley had been drinking from a Coca-Cola bottle, police recognized the scent emanating from the bottle as alcohol and Kelley allegedly admitted to police that he had been drinking alcohol.

Police said Thursday they were taking out a criminal complaint against a 57-year-old Prospect Square woman after she called police to report a domestic assault and battery, then apologized when officers arrived and said the situation had been a verbal phone argument.

An officer reported that Barbara Gillis appeared intoxicated and was acting “irrational” when police arrived. She first told police about the phone argument, then accused a male roommate of drunken driving.

Police said the man drove up while officers were at the home, but that the officer ascertained the man had not been drinking.
