Gloucester Police/Fire: City man, 60, faces heroin charge

---- — GLOUCESTER — A 60-year-old Gloucester man was arrested at his Prospect Street home on a charge of probation violation, after he failed a random drug screen and police saw heroin in his home Monday about 4:44 p.m, according to police.

Leonard K. Ross immediately told police he would fail his breath test because he had been drinking, but invited officers in regardless. Police then noticed a hypodermic needle in Ross’s hand and a spoon with a white substance, which Ross told police was heroin, on the man’s table, police said.

Police confiscated the heroin and the needle, photographed both for evidence, and arrested Ross, according to police.

Police are also taking a criminal complaint against Perkins Street resident Michael Alexander, 54, who was sitting about five feet from the table with the heroin, on a charge of being present where heroin is kept, police said. Alexander told police he had not noticed the heroin there, but police said Ross said something that indicated Alexander knew about the heroin, and that Alexander was seated too close to miss the heroin.

“There is no way that Mr. Alexander did not know there was heroin present,” police wrote in a report.

Police arrested Jennifer Garcia, 23, on a warrant at her Veterans Way home Monday about 12:20 p.m., then placed Garcia in the court’s custody, according to police.

Pleasant Street resident Christopher M. Decoste, 30, was arrested on a probation violation after police accompanied probation officers to his home where Decoste told the officers he had used drugs recently, police said.

Decoste then took a drug test, failed it, and was arrested, police said.

Police arrested Richard Menicocci, 28, on a charge of probation violation at his Maplewood Avenue home Monday about 6:13 p.m., after the man failed two urine tests, testing positive for cocaine each time, police said.
