ROCKPORT — Summer may be nearing an end, but the upcoming change in season doesn't have to put an end to gardening.

An opportunity for those interested in learning how to create and tend an off-season garden is available through a special meeting of the Rockport Garden Club tonight at 7 at the Rockport Art Association on Main Street.

The meeting is free to the public and will feature a presentation on "Designing the Off-Season Garden" by Fred Rice, a garden design consultant and horticultural speaker.

Rice is a native and longtime resident of Manchester, who now lives in Rome, N.Y.

Gloucester has had no takers in the bidding process to acquire the vacant, city-owned property know as I-4,C-2 on Rogers Street.

After a season of "idea development," and three months out for bid, not a single developer has put forward a formal bid for the vacant lot at 65 Rogers Street.
The city of Gloucester's I-4 C-2 parcel went out for bid last November and the bidding period officially closed at 11:30 this morning.

Manchester facing deficit on legal costs

MANCHESTER — Halfway through the fiscal year, Manchester is within $5 of spending its entire $90,000 legal budget.
"We are $4.87 away" from spending $90,000 in fiscal 2012, said Town Administrator Wayne Melville.
