Letter: Fleet diversity can be fishery solution

In the ongoing debate over New England fishery catch share programs and the plight of fishing interests, especially the independent owner-operator fishermen, two schools of thought have emerged.

One is to maintain the status quo and the other is to throw out everything and start from scratch.

Over the past year, a third camp has been growing among a diverse group of New England fishermen that is offering a better idea: Instead of maintaining status quo or throwing everything out, why not make the system we have work for more people?

A majority of New England's working fishermen, especially independent owner-operators, are being squeezed out by the regulations that allow those with the most money to exert the most control.

Yet, throwing the current system out the window could equally accelerate consolidation as was expressed in a recent "industry letter."

Fixing sector management to level the playing field by protecting fleet diversity, promoting environmental stewardship, and preventing excessive consolidation is currently the option that a growing number of fishermen in the third camp are advocating for.

The New England Fishery Management Council recently voted to prioritize Amendment 18, the Fleet Diversity Amendment, that will address issues like excessive consolidation.

In early November, more than 50 fishermen signed a letter to the New England congressional delegation highlighting the need to fix the current system and using Amendment 18 as the best vehicle for the job. In addition, over the past year fishermen from around New England have submitted letters and testimony urging the council to fix the problems with the current system and protect fleet diversity.

These voices may not have been getting as much press as the two polarized ones, but if we are serious about protecting the integrity of New England's fishing fleet their message must be heard.

Fixing the status quo through the Fleet Diversity Amendment 18 is our best opportunity to save jobs, save the fish, save our access to locally caught seafood, and ensure a healthy fishing industry for future generations.
