MANCHESTER - The driver of a truck carrying portable toilets was issued citations for leaving the scene of an accident with property damage and not carrying a driver's license. Police issued the citattions Monday at 10:23 a.m. after police said the driver broke the railroad crossing gate at the MBTA tracks at Beach Street and drove off.

Police said the driver had tried to sneak through the gates before they closed in advance of an incoming train, but did not make it. They said the driver had a valid license, but was not carrying it at the time of the accident.

r Police at 7:17 p.m. Monday received a report of a dead duck on the MBTA tracks near Beach Street. The animal was removed.

r Jason Moses, 32, of 20B Elm St. was arrested on outstanding warrants from Beverly and Gloucester police after he turned himself in at Manchester Police Station on Monday at 8:37 p.m.

Moses was scheduled to be arraigned yesterday in Salem District Court.
