Gloucester Police/Fire: Teen escapes injury in pedestrian accident

A 15-year-old boy struck by a slow-moving vehicle on Main Street Wednesday afternoon escaped the accident with no injuries.

Police did not press charges in the case. The driver did not see the teen crossing the road and struck him, hitting his leg. The teen had been standing behind a sports utility vehicle before crossing.

Kids playing in the Veterans Way complex parking lot Wednesday about 9:40 p.m., showed police graffiti on playground equipment in the lot; the words “Bloods 4 Life” had been painted and scratched on the equipment.

The Bloods are a notoriously violent gang, and local residents were concerned about gang involvement in the area.

Police have asked the Gloucester Housing Authority to remove the words as soon as possible and clean up the play equipment.

Police responding to a reported domestic disturbance at a Main Street home Tuesday about 10 p.m., found a marijuana plant in the home and arrested the resident who owned the plant.

Robert J. Kippen Jr., 44, faces charges of cultivating marijuana, malicious property destruction of over $250 worth of property, and disturbing the peace.

A woman in the home told police that Kippen had been yelling and screaming after she snapped his marijuana plant in half. He had not struck her, she said, but the screaming had caused neighbors to call police.

According to police, Kippen stood outside on a porch, “yelling in a warlike voice,” while officers were at the home.

They asked his permission to search for the marijuana plant and he told them where to find it, in a kitchen closet. There, the police located a “good sized” marijuana plant, which officers seized.

As police were placing Kippen in the cruiser, an officer warned him to duck his head, and instead he “head-butted” the upper part of the vehicle, causing a “good-sized dent,” police said.
